Education system and institutional changes that afford opportunities for teaching/learning improvements

If ICT is introduced into an education system or an education institution which does not make changes in response to the opportunities that the ICT affords, there will be little real change in teaching and learning and the benefits of ICT will not be gained.

Changing education systems and institutions is hard and takes time. Many fear that the education of the students might suffer if new approaches are adopted.

A key problem in this area is that, unless changes are made in assessment, it is very difficult for the curriculum to adapt to the new ICT-rich environment in learning and society and very difficult for teachers to change what they do to any great extent.
